It doesn't actually hinder or annoy me, it just makes me abandon what I'm working on. All the 15 minutes does is make me abandon a husk of a ship and move on to another. The purpose is clearly to put pressure on the player, but as you're said dozens of times there is no penalty (other than annoyance) so currently it fails at that. or at least wait until the chunk you just set in motion makes it to the processor so you get credit for it. then you'd have an incentive to stop working when time is up, but it's not forced and you can choose to finish up whatever you're in the middle of doing if you want. Maybe, since you're clearly renting your equipment, you start getting charged late fees or something. Now, if there was more actual purpose to the timer it would make sense.
